Role Overview:

Our client is looking for an experienced senior program analyst to support the Office of the Chief Information Officer (OCIO) in delivering innovative ICT-based solutions. The role is situated within the Scheme Platforms Mobilisation & Standards Directorate, which provides essential support and guidance to the OCIO’s Scheme Digital Platforms (SDP) Branch. As a Senior Program Analyst, you will work collaboratively with multiple stakeholders to assist in the development and implementation of program strategies, manage project risks and issues, and provide essential administrative support to ensure the successful delivery of scheme platforms for participants, staff, providers, and partners.

Key duties and responsibilities:
  • Assist in the development and implementation of program strategies.
  • Provide senior-level project management and administrative support.
  • Create, maintain, and enhance reports, analyses, and risk and issue registers.
  • Collaborate with key stakeholders to define project scope, objectives, assumptions, dependencies, value proposition, and impacted organizational functions and systems.
  • Facilitate team meetings and manage the team Kanban board to ensure smooth project delivery.
  • Serve as the communication link between team members and other stakeholders in the Scheme Digital Platforms branch.
  • Organize and schedule project meetings/workshops with both internal and external stakeholders.
  • Take a hands-on approach to guide and support the team.
  • Safeguard program processes, documentation, and reporting standards.

Essential Criteria:
  1. Experience: 4-6 years’ experience working in a similar role, demonstrating the ability to manage and support program initiatives.
  2. Administrative Skills: Strong administrative skills and attention to detail in program management.
  3. Hands-On Program Management: Experience in managing programs with a proactive, hands-on approach.
  4. Communication Skills: Well-developed communication skills to engage with stakeholders and teams effectively.
  5. Microsoft Applications: Proficiency in Microsoft Office suite (Word, PowerPoint, Excel, Outlook).
Desirable Criteria:
  1. Project Management Experience: Experience in projects, PMO, or business administration.
  2. Tool competency: proficiency in SharePoint, Jira, and Confluence.
  3. Adaptability: openness to upskill and adapt to new tools, technologies, and ways of working.
  4. Accessibility & Design: Comfort and enthusiasm for thinking about and working with accessible design and development practices will be highly regarded.
